Meet William Byrd, our Total Rewards Officer, who oversees all areas of Total Rewards to ensure our offerings are competitive, inclusive, and aligned with the needs of those we serve.

Melundee Scott

Total Rewards Senior Manager

Meet Melundee Scott who leads the City of Memphis’s Healthcare Benefits and Retirement programs as part of the Total Rewards team. With a strong focus on aligning benefit offerings with both organizational goals and employee needs. 

Melundee plays a key role in designing, implementing, and managing comprehensive benefit packages that include health insurance, retirement plans, and life insurance.

A firm believer in accountability and employee-centered service, She is dedicated to making sure every benefits program supports the well-being and financial security of City of Memphis employees — today and in the future.





Ashleigh Brock

Employee Engagement Compliance Manager

Meet Ashleigh Brock who leads the Leave of Absence and Wellness programs for the City of Memphis, playing a vital role in supporting employees through key moments in their personal and professional lives. She is responsible for administering leave policies, ensuring compliance with federal and state regulations, coordinating leave requests, and managing the return-to-work process with care and clarity.

In addition to overseeing leave programs, Ashleigh is passionate about promoting employee well-being. She designs, implements, and evaluates wellness initiatives that empower employees to take charge of their health.

From organizing health events to aligning wellness goals with broader HR strategies, Ashleigh ensures the City’s wellness efforts are both impactful and inclusive.





TShanie Cleaves

Compensation & Data Integrity Manager

Meet T’Shanie Cleaves leads the City of Memphis Compensation and Data Management team, where she plays a critical role in maintaining fair, equitable, and competitive pay practices across the organization. She oversees job analysis, job evaluations, and the development and maintenance of the City’s classification system and official pay plans, ensuring alignment with internal equity and external market competitiveness.

Her responsibilities also include managing the citywide general pay increase process, ensuring accuracy and consistency with approved pay plans and agreements. 

Her leadership supports the City’s ongoing efforts to build a transparent, high-performing, and service-focused HR environment.

Coleman Smith II

TR Operations & Projects Manager

Meet Coleman Smith II oversees the day-to-day operations of the Total Rewards office, ensuring efficiency, alignment with strategic goals, and the successful execution of HR projects across the organization. With a focus on operational excellence, Coleman provides leadership to the team, assigns responsibilities, evaluates performance, and ensures that staff and projects meet the highest standards of quality and accountability.

With a strong focus on collaboration, efficiency, and strategic execution, Coleman works closely with division leadership to develop and enforce policies and procedures that enhance the effectiveness of HR services for all City of Memphis employees.
