Compensation & Data Governance

 

Mission: 

To develop and administer fair and effective classification/compensation programs which support the City’s recruitment, retention, and talent development goals; advance a culture of excellence in City government; and ensure responsible data governance through the accurate, secure, and ethical management of workforce information.

Services Provided:

Compensation

  • Review Personnel Transactions (Hiring, Separations, Transfers, Base & Incentive Pay Changes for all Full-time, Part-time, and Seasonal Employees)
  • Perform Job Evaluations and Recommend Classification of New and Existing Positions
  • Prepare Job Descriptions for City positions
  • Conduct Internal and External Salary Equity Reviews
  • Maintain and ensure compliance with the City Pay Plans and Classification Listing (for Represented & Non-represented)
  • Maintain and administer the City’s Compensation Manual

Data Governance

  • Review Workforce Data Submissions (e.g., Hiring, Separations, Transfers, Pay Changes) for Accuracy, Completeness, and Policy Compliance
  • Maintain Data Standards and Definitions to Ensure Consistency Across HR and Compensation Systems
  • Monitor Data Quality and Perform Regular Audits on Personnel and Compensation Records
  • Develop and Enforce Data Access, Privacy, and Security Protocols for Employee Information
  • Support Internal and External Reporting through Accurate and Timely Data Management

This manual communicates administrative policies, approved by the Chief of Human Resources or designee, related to the City of Memphis Compensation function. These policies supersede previous policies for the City of Memphis Compensation functions addressed within. If any language in this policy conflicts with any recognized Memorandum of Understanding (MOU) between the City of Memphis and an employee bargaining unit, the MOU prevails. Therefore, if there is conflicting language, it applies primarily to non-represented employees of the City of Memphis. Both this policy and MOUs, referenced above, are subject to sufficient funding approval by the City Council. Further, it is the responsibility of the impacted City Division to manage the funding in its approved division budget to account for costs associated with the administration of this policy and any approved exceptions to the policy.
