Open Enrollment is your opportunity to review your current benefits, explore what’s new, and make sure your coverage continues to meet the needs of you and your family.

2027 Open Enrollment Dates

September 12 – October 31, 2026

These dates apply to:

Full-Time Employees
Part-Time Employees
Retirees

2027 Open Enrollment is ACTIVE (Mandatory)

All eligible employees are required to complete Open Enrollment for 2027. You must log in and either confirm your current benefit elections or make changes to your City of Memphis benefits, including medical, dental, vision, and other eligible benefits. You may also add or remove eligible dependents during this period. It is mandatory that you have proper documentation for your spouse and dependent(s). No exceptions.

Please Note: Benefit rates have increased for 2027. Please review the 2027 rate sheets linked below for current rates and plan information.

Flexible Spending Accounts

If you currently participate in a Flexible Spending Account (FSA) or Dependent Care Flexible Spending Account (DCFSA), you MUST re-enroll for 2027. These elections do not automatically carry over from year to year.

Review Your Beneficiaries

Employees are strongly encouraged to review and update their beneficiary designations during Open Enrollment to make sure their loved ones are properly protected.

To keep your dependent’s healthcare coverage active, we must have on file a copy of ALL eligibility verifications from the list below.

Court Order Determining Guardianship (if applicable)

Marriage Certificate
Social Security Card
(Adding a new spouse: Divorce Decree from previous marriage (if applicable) AND current Marriage Certificate)

Ways to Complete Your Enrollment

Enroll Online (Self-Service Enrollment) – Click the “Start Your Enrollment” button to access the Oracle Fusion self-service portal and complete your 2027 elections.
By Phone – Call 901-636-6800 and a Total Rewards team member will assist you with your enrollment.
Schedule an Appointment – Schedule time with a Total Rewards team member who can guide you through the enrollment process. Click here to schedule.

Walk-ins – Visit the Total Rewards Service Center at 2714 Union Avenue Ext., 4th Floor. Walk-ins are welcome Monday through Friday, 8:30 a.m.–4:00 p.m. No appointment is needed.
